Sue has significant and extensive experience in advising on and directly negotiating, designing, managing and evaluating SRH/MNCH service delivery programmes (both static and outreach), social behaviour change communications (SBCC) and social marketing programmes in resource poor or constrained contexts.

During her time with Marie Stopes International Sue was responsible for supporting the delivery of accessible quality family planning services and oversaw the introduction of maternal care, including emergency services, across a range of programmes. As CEO of a UK based INGO Maternity Worldwide Sue was responsible for the overall management and development of a range of maternal care services. Sue has a particular interest in supporting access to safe abortion services, family planning and the integration of emergency obstetrics and newborn care (EmONC) into MNCH services. Her work as an independent consultant covers a range of different aspects of SRH care.

The range of consultancy services provided by Sue include:

Technical assistance with the development and design of health projects, policies and strategies; including health systems strengthening.

Sue’s experience includes the development of theories of change including situational and context analyses, stakeholder mapping, data analysis and development of proposals/business cases. Sue is experienced working with progressive approaches to project design, and implementation, including human centred design (HCD) and is a champion of locally-led strategies for transformation. Indicative examples of Sue’s work in these areas include:

  • Researcher and proposal development consultant, Adolescent 360 (A360) family planning and SRH programme; Ethiopia, Nigeria and Tanzania (PSI).
  • Evidence and learning consultant for the PSI Delivering Innovation in Self-Care (DISC) project in Nigeria and Uganda (focus on DMPA-SC/Sayana Press™).
  • Researching and developing a business case for a family planning project (including scale up of DMPA-SC/Sayana Press™) in Nepal (FCDO).
  • Team Leader for the development of a concept note for a national family planning project in Nepal (DFID/FCDO).
  • Lead consultant on the development of a baseline for the DFID Saving Lives in Sierra Leone MNCH project (IMC).
  • Technical adviser for development of a large family planning technical proposal, Uganda (EngenderHealth).
  • Research and development of a business case for a family planning programme in Uganda (DFID/FCDO-Team Leader).
  • Development of a business case for an Eastern and Southern Africa maternal health programme (DFID/FCDO-Team Leader).
  • Technical support with the development of a national reproductive health business plan, including comprehensive literature review, comparative analysis of best practices for high impact interventions, facilitation of strategic planning and drafting of the plan (EPOS/GIZ/KfW/Ministry of Health, Kenya).

Sue also provides support to funders with assessing grant applications. For example, she worked with Comic Relief (2016-2020) as a Grant Assessor across calls including SRH, mental health and malaria.

Technical assistance with the implementation of health projects, policies and strategies:

Sue provides bespoke support with the implementation of interventions and initiatives either as an interim or longer-term option. This includes acting in an advisory and/or mentoring capacity. As part of her monitoring and evaluation work Sue is often requested to provide recommendations regarding the implementation of projects and programmes. In addition, Sue undertakes specific performance reviews for organisations and has been involved in the review and development of resources and guidelines to support the delivery of effective quality SRH/MNCH services. Examples of work include:

  • Panel member of the “Redressing the balance: A Women’s Health Agenda” State of the Globe Report (Public Policy Projects (PPP) 2021-2022).
  • Technical adviser for the development, implementation and data analysis of client exit interviews for the DFID-funded Women’s Integrated Sexual Health (WISH) project – with a view to support the improved implementation of the project (IPPF/Genesis Analytics).
  • Team Leader of the independent evaluation of the Adolescent 360 (A360) family planning and SRH programme; responsible for promoting the value and utilisation of learning into the ongoing implementation of A360 and the subsequent extension (Itad/BMGF/CIFF).
  • Technical expert in the development of e-learning resources for maternal and newborn health for DFID/FCDO Health Advisers (DFID/HEART - IDS/IMPACT). Visit the website here...

Monitoring and evaluation of health projects, policies and strategies:

Sue has substantial experience in undertaking project evaluations and assessments on behalf of funders and NGOs. Please see the M&E section for more information. Sue’s work includes supporting locally-led initiatives and effective end-user led evaluation and methodologies to maximise the relevance and value of the findings.
