CARE Tajikistan commissioned Sue to undertake the mid term review and final evaluation of an EU funded sexual and reproductive health project. The project is a complex and comprehensive initiative targeting extremely vulnerable young people in 3 districts with severe unmet need in this Central Asia country. The project has been designed to meet the health care and information needs of the target groups which includes commercial sex workers, out of school youths, military conscripts, migrants and drug users. The project also includes behaviour change communication (BCC) and advocacy components.

An initial baseline survey was supplemented by participatory learning assessments which informed the project's ambitious indicators. The evaluations required the application of a number of different methodologies to assess the impact of the project to date. Sue undertook the data analysis and also designed and oversaw a large household survey and user surveys undertaken by interviewers who were specifically trained for this purpose. A number of key informant interviews provided additional information from the wide range of stakeholders.

Sue called on her extensive experience in sexual and reproductive health care, BCC and in working with harder to access groups to provide a series of recommendations on how to improve the effectiveness of the final stages of the project and its final integration into government health system.
